Dolphins Make Roster Moves

The Miami Dolphins announced today that they have signed linebacker Jackson Woodardto the active roster off Houston's practice squad and waived linebacker Matthew Judon. The team also signed linebacker Andre Carter II to the practice squad and released tight end Tanner Conner from the practice squad.

Carter II has appeared in 15 career games in two seasons with Minnesota (2023) and Las Vegas (2024), recording three tackles and a 0.5 sack. He entered the NFL as an undrafted college free agent with Minnesota in 2023 after a collegiate career at Army (2019-22), where he appeared in 37 games and recorded 102 tackles (68 solo), 21.0 sacks, two interceptions, five passes defensed, five forced fumbles and two fumble recoveries.

Conner has appeared in 33 career games with one start with Miami (2022-25), recording 12 receptions for 107 yards (8.9 avg.). He entered the NFL as an undrafted college free agent with Miami in 2022. Conner played collegiately at Idaho State, where he was a first-team All-Big Sky selection at wide receiver in the spring of 2021. Conner also earned all-conference honors in track and field. He transitioned to tight end when he was signed by the Dolphins in 2022.

Judon has appeared in 144 career games with 100 starts in 10 seasons with Baltimore (2016-20), New England (2021-23), Atlanta (2024) and Miami (2025). He has recorded 423 tackles (282 solo), 72.0 sacks, one interception returned for a touchdown, 20 passes defensed, nine forced fumbles and four fumble recoveries in his career. He also has appeared in five postseason games with three starts with Baltimore (2018-20) and New England (2021). He entered the NFL as a fifth-round selection (146th overall) by Baltimore in the 2016 NFL Draft. Judon played collegiately at Grand Valley State (2012-15), where he appeared in 42 career games with 32 starts and finished as the school's all-time leader with 35.0 sacks.

Woodard has appeared in one career game with Houston (2025). He entered the league as an undrafted college free agent with Seattle in May 2025. Woodard spent part of the offseason program and training camp with Houston in 2025 before being signed to the team's practice squad. He finished his collegiate career at UNLV (2023-24), where he started 28 games and recorded 251 tackles (124 solo), 6.0 sacks, 26 tackles for loss, five interceptions, 21 passes defensed and two fumble recoveries. Prior to UNLV, he spent three seasons at Arkansas (2020-22), where he appeared in 28 games.
